1. Make the bid/no-bid decision

3. Gather evidence before writing
Collect relevant references, service results, training records, policies, certificates, complaints data and examples of solving comparable problems.
4. Answer the question that was asked
Mirror the buyer's language and scoring structure. Explain what you will do, who will do it, when it happens, how it is controlled and what evidence proves it works.
5. Review for compliance and credibility
Check page limits, filenames, signatures, pricing totals and attachments. Remove unsupported promises and generic filler before uploading early.
